It's been reported that Brown's government intends to repeal 130 old legislation that obliges local authorities to collect household refuse. This will allow local authorities to refuse to collect household waste if it is not put out according to any conditions they see fit to impose. As well as being able to collect waste when they want to, local authorities will be able to refuse to remove waste if bins are not put correctly in a specified space, or if recycling rules set by them are not kept to. They will also be able to set weight limits. No reduction in council tax is to be made.

MAN arrested in relation to violent sex attacks on sheep must not enter any London farmyard areas as part of his bail conditions. The 26-year-old was quizzed over a number of attacks on sheep at a farm in Chislehurst, Bromley, Gtr London. Officers raided the man's Dulwich, south east London home before holding him on suspicion of bestiality. He was also arrested on suspicion of possession of drugs with intent to supply. The man has been bailed until September 2 and must not enter the borough of Bromley until this date. The move follows several complaints made to officers about a man molesting sheep in May and June.
