You are on patrol on the local high street on a busy Saturday afternoon. It’s the middle of summer and lovely weather, so there are loads of people out and about, including lots of children playing in the water feature that spurts up blasts of water in the middle of the pedestrianised high street, people sat eating ice creams and so on. You're driving off duty on a busy three lane single carriageway when you notice a cyclist lying unconscious in the road after being hit by a driver. You are on mobile patrol in an unmarked police car, in full uniform. You pull up alongside a young male, mid twenties who is clearly texting on his mobile telephone whilst stationary in traffic. You are on foot patrol on a Friday afternoon when an immediate graded 999 call comes in to reports of an alarm sounding in a residential street. After seeing something about homeless people it got me thinking about Gypsies or travellers as there most commonly called these days. If they travel around the Country and are true Gypsies then they wouldn't have a fixed address for a driving licence and how could they insure there motors. So can homeless people get a driving licence and insurance and if not how would they manage.

Disclaimer: First off, I'm not sure where to put this but it could be considered a scenario so here it goes. Please feel free to remove it if this is the incorrect place. I'm not looking for legal advice, I would just like your opinions on the matter. I have a problem where in our household we have 5 cars, but only 2 parking spaces on the driveway. We live on a very busy road and have to park some of the cars outside. A local has decided that whenever they pass our house they like to spit on the cars. So, the laser pen and aircraft is something that has been in the news recently following the issue with the Virgin Atlantic plane a couple of weeks ago (for those who aren't familiar:- http://www.bbc.co.uk/news/uk-35575861). The legislation around this is quite clear. Here's a scenario for you though.... Your force gets a 999 call from a driver. It is rush hour and quite dark outside.
