We have been taught that we need we need both suspecion of an offence and reasonable grounds to believe its is necessity (COPPPLANID) in order to make an arrest. Both my codes of practise, code G and s24 of PACE pre-read back this up. Fair enough, however, legistation I see on the internet and in my PMAS booklet says: (4) But the power of summary arrest conferred by subsection (1), (2) or (3) is exercisable only if the constable has reasonable grounds for believing that for any of the reasons mentioned in subsection (5) it is necessary to arrest the person in question. Why is the word summary put into that definition?

Is this true?

I was wondering what law allows police officers to close two lanes of traffic to allow themselves and council workers to stand safely in there while they hand out questionaires to the drivers that stop? You see as far as I'm concerned they shouldn't be able to something like this. Fair enough if there was road maintenance that required urgent work on it but to hand out a sodding form but to create an obstruction to everyone traveling on the road and making them late for work is just wrong. Okay so nowadays we have crimes, and then we have hate crimes. Why doesn't the law accurately deal with a situation such as murder/beating someone up/etc to the degree that there has to be a classification of hate murder/hate beating/hate etc. Is the original law not fit for purpose?? If so why wasn't it updated. Looking past skin colour, religion etc like a good little citizen I cant see why one crime is any different to the other e.g. murder/hate crime murder both = some poor sod dead and some criminals that need catching. Ok, here's an interesting one that I thought of at work today. If you are towing a car and break the speed limit, it would be fairly safe to assume that the car being towed is the one likely to be flashed. How can someone prove that the car is being towed? A speed camera probably wouldn't pick up the rope in front!

Is there an actual power a police officer has to stop a train? Obviously not referring to a moving one so much as rather one that is about to leave a station that you believe an offender has entered,yet the staff are not being co-operative with regard to delaying the trains departure.
