Quite a nerdy one but... is it legal to listen to police on scanners? Are police officers allowed to take home walkie-talkies to listen in? I've seen people on american police shows listen in etc and wondered if its legal here?

After stopping a motorist for exceeding the speed limit, do I need to caution him ("you do not have to say anything.... blah blah blah") for the case to succeed at court? Questions asked prior to issuing ticket are, "is this your car?", "where are you going?", "are you aware of the speed limit?" and name and address etc.

Hi I know I am not a police officer, but I thought this place would be the best place to ask this question, seeming as nearly everyone here is in the police force. Anyway, I own a car (Clio) and it does have quite a loud exhaust on it. My neighbour has complained to me that it is waking him up at night. I park my car round the back of my house, because that is where I have to park my car, because I literally cannot park it anywhere else (and also it is my house so I should be allowed to park there anyway). I need some guidance on a matter related to a recent event I came across involving an off duty security officer. The situation is that the security officer whilst off duty came across a person who he knew to be a known shop lifter and had form for drugs and violence related offences, the security officer contacted security at a near by shop which had a uniform guard and asked him to immediately contact the police which was done. I'm just watching Traffic Cops on ITV and this one seems to be from south Wales. Anyhow.....2 officers have had a report from neighbours regarding some local drink driving. When the 2 officers turned up,this guy was walking along the street,with (I think) a multi pack of cans of beer. The police did not see him driving any vehicle,yet they breatalised him ,as though he was. (Got a reading of 167,if memory serves). What I'd like to know is: Is it a legal move to breathalise someone for DD,when you haven't witnessed that person driving or being near any car ?? Just felt like putting something out here to see what people think. Basically I have suspected something is going outside my local shop for a while and twice in as many days I have seen drug deals going on right outside the shop which may I add is directly opposite a primary school. What makes it even worse is it was all going on in broad daylight as kids were walking home from the primary school.... My Husband currently works in the health sector. He has just finished a 15 month driving ban (drink driving) and has had a caution in the last year. He is loking to move job, and will be requiring a CRB check, as we believe you have too for each job you have. Will, and how will this information show up.

I've just seen on BBC London a piece about an artist who sets up his easel on the pavement in order to paint street scenes.... When asked if he ever gets moved on he said that he occasionally does but only by "council officials" and that the police have never had a problem. Clearly he should be moved on if it is an extremely busy street and he's causing an obstruction...but otherwise there wouldn't be a problem. I was just wondering if "council officials" (of whatever ilk) have any additional power to "move people on" or if they, indeed, have any powers to "move people on" for whatever reason...if so, what are they and what "officials" have such a power?

(I'm getting my knickers in a twist a bit around s.19) Question : Does s.19 PACE 1984 give police the power to seize items that may be of evidential value from byestanders? e.g. Those photographing an incident and so on....
