    Came out of a shop to hear one gent say to another 'The beating you got last week was just a tickle, if you dont pay up by Wednesday evening it will be a fire cracker in your mouth and your gob taped shut'. I have a really good description of the guy. I was not on duty and had the little ones with me. Is this an intel report or should i have called it in? Was not going to act at that point as my kids safety comes 1st before anything else.

    This is based on a real situation a few months back. Been patrolling around the local area one evening and went out to some of the woodland reserves to check the car parks (looking for drug users, people out dogging etc). We pulled in to one and came accross a group of 5 lads, aged from about 16-20 fully dressed up in Army combat gear with what appeared to be replica rifles hiding in the bushes. Turns out they were unloaded airsoft guns and the lads were out playing about in the woods.     One of my trainers reported several acid attacks in one of the Met boroughs recently. So I formed a scenario to see how officers would respond. It is the 10th of October and you are on the beat(on foot,alone) around 5PM in one of the boroughs in London as a safer neighbourhood PC.     You are on the beat with a fellow officer in the car, when control directs you two to a critical incident that has happened 15 minutes ago down the street. A robbery has turned violent with the suspect pulling a knife and stabbing the victim twice, before fleeing the scene. A witness saw the robbery from a park near by, but due to low lighting, she cannot see the state of the victim.     Overheard this in a cafe recently and it had me wonderin ghow I'd deal with it if I was on duty. A customer was refusing to pay for his order, his complaint was that his piece of cake was off/out of date which was a matter of opinion because there was no date on the whole cake on display at the counter. This sounds trivial but obviously it could just as easily happen with something more expensive. What is the law regarding dissatisfied customers who feel they have a genuine right not to pay for goods they deem unsatisfactory?

    Ok, so a scenario occurred to me where I can't decide between theft and fraud as the relevant offence. An elderly person informally puts their son/daughter in charge of their banking. The son/daughter then, without permission, proceeds to empty the bank to pay debts/live an extravagant lifestyle. Is this theft (the money has been taken dishonestly with an intention not to pay it back) or fraud by abuse of position (the son/daughter is in a position where they are expected to safeguard the financial interests of the parent and intends to gain from the dishonesty)?     I was having a bit of a stare into a vacant space last night and thinking about work on a rest day (mental, I know)... One thing that we all complain about on this forum is people driving on Mobile Phones and people that don't have insurance, I had a "What if" moment so please bare with me as I've not thought it through with all it's loopholes etc. So we all have insurance to drive, with that insurance comes caveats about what it will and won't cover and as Constables we have the power to seize uninsured vehicles.     Would there be any offences if security staff stopped someone in a shop, who was going round removing security tags, but they did not have any intention to steal the items just remove the tags and put the product back on the shelf with the tag next to it. No damage is caused to the product while they do this. Secondly, if they had some device to remove the tags, but still had no intent of stealing just messing around removing tags, would it be any different?

    Perhaps one for the black rats. I just saw a guy driving past the entrance to a busy London station using his mobile phones - one of them in each hand. It looked like he was texting on them both - maybe copying contacts between them or something? As a result he had neither hand on the wheel and wasn't even looking out of the windscreen. There were many pedestrians around and heavy traffic; his car was moving at a fast walking pace. I'm quite surprised that he didn't go into the back of the car in front.     The other night I was leaving a club in Picadilly when I got offered drugs. The guy was a fair bit smaller than me and from what I could tell was not armed. I told him to do one and I did (much to the derision of my mates) call 101 when I got home and let them know.
