My daughter and her long term partner live in one of a block of 8 flats. they own it leasehold on a mortgage. they have had continuing problems with another flat. the owner let it previously to a 'mate' who was an alcoholic with other health issues and even threatened them with a knife. after numerous complaints, police involvement etc he was eventually taken into care. Landlord the re-let to another 'friend' who is a cannabis user and low level dealer. What kind of pavement parking amounts to an unnecessary obstruction? There are some cars which park at right angles to the road every day near where I live preventing anyone from walking on that section of the pavement. There is however, another pavement on the other side of the road which is often not blocked and as a result, my local SNT is very reluctant to do anything except issue leaflets, which have not changed the manner in which the residents park. Would you/could you deal with this as an unnecessary obstruction under the Construction and Use regulations?

Can someone clear this up for me ... When you issue an FPN you need to caution +2 ... obviously part of the +2 is 'you are free to leave' ... but theyve committed an offence ... what happens if they do leave!?

I'm not paranoid but it is legal to put non-lethal booby traps around my property? Ie a deep pit trap with a safety mat (or is that false imprisonment?), or a smoke maker in my car so if someone does not enter the correct PIN within 30 secs the whole car fills up with a stinky smoke.

Thought it was a controlled substance, called up the control who liaised with CID who agreed it was and said the male whose vehicle it was was eligible for arrest. Arrived at custody, where after a lot of consultation between the custody skippers, duty officer, and gatekeeper it was decided that Viagra was not a controlled substance and the detention was not authourised. Under what kind of circumstances would you search for fireworks under S1 PACE? Does it include youths you suspect have fireworks? The reason I'm asking is I'm not sure whether it just applies to illegal fireworks or those you need a licence for.

Can anyone point me to any case law that says using someone else's skip is an offence? I was caught out the other day when a guy in my office said "Aaaaah, i caught you out...finally something you don't know! using space in someone else's skip is an offence! It's theft!" Purely out of interest. The Road Traffic Act 1988 s143 requires third party insurance for the use of a vehicle on a road. In s144 exceptions are given to that requirement for (among other things) a vehicle own by a police authority and also ambulances. Are there similar provision for fire services' vehicles, and if not does anyone know why not?

For this offence to be complete does the person actually need to gain entry or merely attempt to? i.e ex partner returns to house banging at the door trying to gain entry? Does this offence cover this or would a section 5 be more appropriate??
