Scenario City

The scenario is: It's the early hours, approx 0330hrs in the morning and a serviceman has returned to his base after a night out and is drunk. In his drunken state he is starting to swear fairly loudly and is generally obnoxious. The base is closed to the public, and he is far from earshot of any public place, but he is surrounded by accommodation blocks of which are solely occupied by other serviceman. What offences (civil or military) are present and what would be the most effective disposal methods for dealing with him?

Last week a report of theft dropped into the box from NaVCIS (I work in a crime management unit). In a nutshell a local chap has taken out finance on a vehicle, made 9 payments and then stopped paying, cancelling the DD. The fiance company can't find the vehicle. The fiance company reported it to NaVCIS who have then forwarded to us to record as a theft. A + B have a heated argument and both admit to taking cocaine prior. A has serious injuries and cannot account for at least 11 hours of the day and has been found wondering the street in an hysterical manner. Ultimately B is attested for attempt murder on A based on her initial disclosures that of how she was attacked/possibly drugged and nearly drown in a bath. She has injuries consistent. So a few thoughts on the best way to tackle this would be helpful and thanks in advance. Driver has dog on lap and is driving a vehicle whilst operating the pedals but dog has both paws on steering wheel whilst, for decent periods of time, the owner has no hands on steering wheel. All of this is being recorded by front seat passenger on mobile phone and has inevitably been uploaded to social media, shared to anonymous persons and reported to police. Billy and Bob are neighbors. For the last 4 years or so billy and Bob have had a neighbor dispute over various things such as overhanging trees, noise, damage to property and other such disputes. It's fair to say billy and Bob do not like each other and the police have been involved several times. The Rock Fight made me think of a real situation for which I would be interested in people's views. Billy and Bobby share a private road for access to their property, neither owns the road. This road has a grass verge. Bobby has told his many friends who visit him to park with two wheels on the verge. Billy takes umbrage with this and tells Bobby to tell his friends to park elsewhere. Billy puts 'No Parking' signs up. Bobby tells his friends to ignore them. Billy gets some metal rods, about 15mm diameter and bangs them into the grass verge so about 2 inches stick out.
