From the enclosed article we still seem to have the balance wrong. The article mentions about police being allowed to become 'instruments of the state' which was never the intention. This links to earlier threads about the hesitancy in giving personal details out and, why would you if you think you are going to be a marked man? Its all well and good apologising after the event and, I am not against surveillance operations per se but, when it seems to be more politically led than police led then things are definitely not right. One of Scotland Yard's most senior officers has announced his decision to retire within days of the incoming commissioner, Bernard Hogan-Howe, taking over. The assistant commissioner Ian McPherson said he would stand down at the end of this year to pursue opportunities in the private sector. McPherson was in charge of territorial policing, and leaves at a time when burglary and robbery are on the rise, despite a number of initiatives he has introduced to target these crimes. Well the rumour is Central, Fife and Tayside will merge. So, what will the new force be called? My suggestion is Tayforth Police (take note now, © to me!!! ), Central borders the Forth, Fife borders the Forth and the Tay, Tayside borders the Tay. Plus if L&B came into the mix, they border the Forth also.

Criminals and drug dealers were caught in an undercover sting after police officers posed as staff in a fake hip hop music shop. Police would not be able to cope with disturbances on the scale of this summer's riots during next year's Olympics, the officer co-ordinating security for the Games has warned. http://www.guardian.co.uk/uk/feedarticle/9843021 A frank admisson but a scary thought i can imagine massive amounts of resources will be pumped into the Olympics, the resources including mutual aid from other forces, if riots did happen they would need even more mutual aid, but even that must be limited, is it possible to run out of mutual aid? Has it ever happend in the UK?

Apparently the Met want to double the number of available level 2 officers. How they are going to do that without there being an incentive or making it compulsary training I don't know BBC story
