So Windsor part II would like all new officers to have 3 a levels. A level results in the UK still show a disparity between BME students and their white counterparts. (The reasons for this are no doubt complex sociologically and are NOT the purpose of this discussion is.) The Mcpearson report suggested that the police service should aim to be more inclusive and that BME officers were under represented compared to the population as a whole. This is still the case although again for complex reasons. So how then can the government support the Windsor review given it will make entry into the police harder for BME candidates? Dame Anne Owers, the Head of the IPCC, says that they want to get 36 more investigators, who do not have a police background, according to her there are too many police officers investigating police officers. She also wants HMG to change the regulations to compel police officers to give statements to them during their enquiries. What happened to ''not obliged to say anything.".."............. Owners says that the IPCC need more powers, but she did not say what those powers are. Empire Building comes to mind.

Police officers fear fresh riots will sweep across the country this summer because people have got a taste for causing chaos, a study into last year's disorder has found. A superintendent told researchers people now think 'riots are fun' and they are no better equipped to deal with disorder after four nights of violence last August.
