That works out at 56% of all Asbos issued between 1999 - when the measure was introduced - and 2009. In 2009 - the latest year for which data is available - 1,671 Asbos were issued and 1,133 were breached. Ministers say Asbos are "bureaucratic and don't work effectively", and are due to set out new powers shortly. According to the Home Office, a total of 18,566 Asbos have been issued since April 1999 - and 10,380 have been breached at least once. An Independent Police Complaints Commission (IPCC) investigation found no evidence to support the complaint against a Merseyside Police officer. An 18-year-old man alleged he was assaulted in a police van on 11 July 2010 at about 1700 BST. The officer denied the allegation and medical checks found no evidence. A police chief has come under fire for banning his officers from a children's park when it is dark - because it might be too dangerous. Inspector Andy Sullivan warned them to steer clear of the vandalism hotspot after 8pm because of health and safety fears. A man has been arrested after a Koran was allegedly burned during an anti-Islamic rant, police have said. He was reported to have stood on a street in Carlisle city centre on Wednesday making pronouncements against the Muslim religion in front of a large crowd. The man is then alleged to have set fire to the Koran he was holding before discarding it on the floor and hurrying away. Officers arrived at the scene a short time later and are now investigating.
