    The Independent is this a study with real meaning, a foundation on which something can be done or just targeted stigma by the government ? I would say a bit of everything. It's hard to see if people are repeat offenders or it's just small offences such as shoplifting committed by young people as they are finding it hard to get work. There is an aspect which highlights the amount of people on the sick that are criminals which is a pop at the disabled.
