Officers based in the boroughs could also be handed basic protection equipment to help them provide a public order response, allowing specialist officers to be deployed elsewhere. Either that or more of a deterrent to stop rioting in the first place. My way is cheaper.

"Kettling" tactics used by the Metropolitan police to contain crowds in 2001 were lawful, the European Court of Human Rights has ruled. The controversial method was used during anti-globalisation demonstrations in London on 1 May 2001. Police blocked off Oxford Circus and corralled those inside for seven hours. The court said there had been no violation of Article 5 - the right to liberty and security - of the European Convention on Human Rights. Offenders who commit crimes fuelled by alcohol are to be monitored and breath-tested to ensure they stop drinking, under government plans. Police will have powers to impose "sobriety orders" on drinkers cautioned for minor offences, such as criminal damage or public disorder. They will be regularly breath-tested, with those known for weekend binges tested at those times. Sky's Breaking News is that the European Court of Human Rights have ruled that "kettling" is not a breach of individuals' human rights. I wonder if they have been following the media's reports on the feeling of the British Public about the Court's ongoing unacceptable decisions on cases in UK. Perhaps the Court are worried that their relevance is now seriously in question!
