    The Police Complaints Commissioner has apologised to Strathclyde Police for saying two plain clothes officers had no legal right to stop a car. Prof John McNeill maintained that the motorway pursuit in an unmarked car was highly inappropriate and posed a risk to other road users. But he said his initial ruling that the stop had no legal basis was wrong. Strathclyde Police, which had complained over the remark, said it welcomed the commissioner's apology. And he's been banned (again for 3 years) and has an 8 months suspended sentence - along with £1,800 fine and 200 hours community service.     From the BBC: Quite what was going through the officers minds when they decided to try and stop a vehicle whilst in plain clothes and in a CID car with no A/V equipment I'm not sure. Although it seems the problem identified was around the mishandling of the complaints process rather than that the force didn't deal with the officers who screwed up.

    An MP has alleged an undercover police officer planted a fire bomb at a London department store in 1987. Green MP Caroline Lucas said a jailed man, Geoff Shepherd, believed police officer Bob Lambert planted a device. Mr Lambert infilitrated the Animal Liberation Front in the late 1980s and his evidence was used to convict two men of firebombing Debenhams stores in Harrow and Romford.     Staffordshire Police have started recruiting volunteers to help the force with jobs including washing cars, giving out leaflets and translating.
