Hello all. In relation to the Winsor recommendations does anyone have any understanding of what the 'Specialist Skills Threshold'/'Specialist Skills Threshold Test' is/will be in relation to the top of the pay scale at constable? And if there is a test which officers actually qualify to take it? Will certain 'specialist' officers automatically quialify? And what will a 'specialist officer' be?! The home office website states there is ongoing discussion in the 'police machinery' in relation to it. Anyone heard anything about it? Cheers

Hundreds of thousands of phone calls to the new police non-emergency 101 number are going unanswered, figures from forces in England and Wales suggest.The number was introduced for people to report crimes such as drug dealing, car theft and property damage. But people hung up or were disconnected before a reply 496,000 times between January and October 2012 - 4% of calls. Thirty out of the 43 police forces provided information to the BBC after a Freedom of Information Act request. But not every force supplied all the details requested. The msn's Mercedes car was clamped over non payment of the £60 fine A man who was fined for urinating in central Glasgow has become the first in the city to have his car clamped for failing to pay a fixed penalty ticket. The man, who lives in the north of the city, was fined £60 by police for antisocial behaviour over the incident. His Mercedes car was clamped after he failed to respond to warnings over non payment of the fine. The man was then required to pay the original sum, plus additional costs, to reclaim his car.
