Every defendant convicted in a criminal court would have to pay a levy of £200 under plans being put forward by the Conservatives, The Times has learnt. Dominic Grieve, the Shadow Justice Secretary, said that a levy or a fixed fee could raise £80 million a year towards the costs of bringing criminals to court. HUNDREDS of motorists were pulled over by police in a "ring of steel" operation to take illegal drivers and suspected criminals off the roads. To coincide with a weekend of action across the UK, Southampton's force of volunteer Special Constables joined officers from the roads policing unit at three spots across the city. More than 200 cars were stopped in the day-long operation, with 14 towed away and taken off the road as a result. A drunk who was killed after stumbling along a motorway was seen by two police officers who decided not to stop and help him because of safety rules, an inquest heard today. Lee Fairbrother was hit by two cars in the early hours of July 16, 2007 after drinking with friends and ingesting a cocktail of cocaine, ecstasy and cannabis.
