    Avon and Somerset Police have received an overwhelming response to its latest recruitment drive, receiving more than 500 calls within the first two hours. The Force is bucking the national trend by recruiting police officers for the beat. More than half the police forces across England and Wales have frozen recruitment or are cutting the number of officers this year because of Government funding cuts. Avon and Somerset Police announced on Friday that it was looking for 64 new student officers to join the force. Ryan Neil Harvey, of St Henry Street, Penzance, Cornwall, was on duty when he pulled the woman over for allegedly using a mobile phone last September.     A bungling thief has been caught after attempting to steal a laptop bag from a bar packed with off duty police officers celebrating a leaving party. Mark Jimenez, 46, of Cranberry Road, Fulham took the bag from a table in the Elk Bar in Fulham Broadway in the early evening in January 20.
