A suspected burglar was electrocuted and killed after breaking into an electricity substation. The 30-year-old man suffered a 33,000-volt electric shock while apparently trying to steal copper cable. An accomplice is believed to have called an ambulance on a mobile phone after the accident at around 11.45pm on Wednesday. The second man waved down paramedics as they arrived and then fled from the substation in Ransomes Way in Ipswich. Suffolk Police were alerted by ambulance staff and found the man dead inside the substation. Motorists have been hit with speeding tickets worth almost £1billion under Labour, a report shows. But receipts have fallen since police were stopped from keeping part of the money raised from speed cameras. It suggests that the explosion in the number of cameras was used as a 'cash cow' and that forces no longer have an incentive to install them. Drivers were clobbered with 1.23million tickets in 2008, of which 1.03million were issued by speed cameras, the Home Office report revealed. A Surrey detective has been charged with making threats to kill and assaulting a police officer. Det Con Damien McIntyre, who is based at Staines police station, is due to appear at Redhill Magistrates Court. A Surrey Police spokesman said that the 34-year-old officer had been suspended from duty. Det Con McIntyre was arrested following an incident on Thursday at an address in Egham. The drug has been linked to the deaths of Louis Wainwright and Nicholas Smith A police force is giving mephedrone users the chance to hand in their supplies of the drug without the threat of prosecution. The drug was listed as an illegal Class B substance from Friday after a law was rushed through Parliament. Humberside Police said users could hand mephedrone in at any of its police stations until midnight on Friday and no details would be taken. After that, it said dealers would face prosecution and up to 14 years in jail. Superintendent Clive Wakeley, 49, suffered serious head injuries after colliding with the skier while on a family holiday in Italy. Mr Wakeley, an officer at Scotland Yard, was transported to a specialist unit following the collision at the resort of Bardonecchia in northern Italy.
