Merseyside PCSOs finally given handcuffs?

So it appears they have changed the kit/uniform of Merseyside PCSOs by way of the black jacket, change to the hat badge and now handcuffs. This video shows a Merseyside PCSO outside Southport Police station - I'm kind of surprised that they've made this jump: -
