In the 2nd to last paragraph it could be slightly concerning for Specials in particular. ''It is also expected that police officers will have to disclose details of any second jobs they hold - around 20,000 hold second jobs, leaving them exposed to potential conflicts of interest.'' The majority of Officers with 2nd jobs are Special Constables so I imagine the bulk of the monitoring will be done with Special Constables will this have much of an impact on the special constabulary should rules be tightened on 2nd jobs?
