A nationwide strike by civil servants brought chaos to key public services today - including 999 calls, passport offices and driving test centres. Up to 270,000 civil and public servants begin a 48-hour strike today over cuts to their redundancy payouts. Emergency 999 calls to the police will also be hit by the strike, which ends at midnight on Tuesday. Further walkouts are planned over the next four weeks. Other key workers are taking part including jobcentre staff, tax workers, coastguards and immigration officials. The timing is embarrassing for Gordon Brown with a general election just weeks away. Violent crime has rocketed by 44% under Labour, independent figures have revealed. The number of attacks has soared from 618,000 a year to just under 888,000 over the last decade. The Government changed the way violent crime is measured eight years ago. That made it impossible to directly compare statistics before 2002 with those that followed. Ministers claim violent crime has fallen by 41 per cent - the Tories say it has risen. And last night independent Commons researchers said violent crime has got worse. Under the ol…

All dogs could be insured under dangerous breeds plans Alan Johnson: "No one can have failed to notice the growing presence of so-called status dogs" All dog owners in England and Wales would have to insure against their pet attacking someone under Labour proposals to tackle dangerous breeds. Police and local authorities could also be given powers to force owners of dangerous dogs to muzzle them or even get them neutered. Ministers say the consultation responds to concerns about the use of animals to intimidate or threaten people. But insurers said Labour's plan could prove "more difficult than it looks". More than 100 people a week are admitted to hospital after do…
