The five-horse unit was set up at a cost of £300,000 by former chief constable Richard Brunstrom. A North Wales Police Authority report said many of the original objectives were "overly optimistic".     A rail operator has been fined £450,000 after a passenger was killed by a train nearly two minutes after staff were warned he was lying on the tracks. Robert Carter, 34, fell off the platform at All Saints station on the Docklands Light Railway (DLR) in east London and was hit by the computer-driven carriage. Paul Noga, 38, failed to deliver thousands of birthday presents, Christmas cards, bank statements, personal letters and gift packages to residents on his Northumberland route over a two year period.     A police officer was blinded in one eye after being hit by a missile after the Manchester derby. The 24-year-old was trying to deal with a disturbance among rival fans outside the City Manchester Stadium last month when he was hit by an object. He was taken to Manchester Royal Infirmary and now only has partial sight in the injured eye. It is not known if this will be permanent.     A mother has told how her family's lives are in ruins after a convicted sex offender was allowed to walk free from court. David Stothers, 36, of Rochdale, Greater Manchester, was given a three year community order for a sex assault in which he ordered the woman's six-year-old daughter to indecently touch him while he tried to take a photo on his mobile phone.     Criminals playing highspeed cat-and-mouse with motorway police are in for a shock. A unit in the Midlands has just taken delivery of a fleet of the first police-spec Jaguar XFs, which, it claims, will be the ultimate high-speed pursuit cars. The cars will go on patrol this week with the Central Motorway Police Group, a centralised unit for the West Midlands, Staffordshire and West Mercia forces. It bought seven cars after lengthy trials.
