    A police chief has told his officers to forget about targets and concentrate on their performance instead. Norfolk Chief Constable Phil Gormley warned his 1,700 officers: 'The danger is you can hit the target but miss the point. 'We must improve performance, not chase targets.' The force is now set to drop its 'safest county in England' tag after recognising that people have little interest in statistics. Instead officers will be told it is acceptable for crime figures to grow in some categories as long as the public's confidence in the police also improves.     An 86-year-old man has been jailed for a series of indecent assaults on a young girl, which date back more than 20 years. Godfrey Doyle, of Hanworth Road, Hounslow, was sentenced to two-and-a-half years in prison after admitting four counts of indecent assault on a child at Isleworth Crown Court. His crimes date back to 1988 when his victim, who cannot be named for legal reasons, was eight. The final assault happened in 1992, when the girl was 11.     Thousands of anti-terror searches were illegal Thousands of people across the UK might have been stopped and searched illegally, figures released by the Home Office suggest. Powers under Section 44 of the Terrorism Act were used in "error" after the proper authorisations were not given. In one example, for April 2004, the Met Police wrongly stopped 840 people.     One person has been killed in a shooting in Whitehaven, Cumbria. Armed police are attempting to apprehend a man after gunshots were fired, and ambulance crews said several other people were injured.
