    Not entirely clear why someone in such circs was held for 19 hrs - we've had people out on bail on offences re serious crime before that. I'm sure the circs of the initial incident will have different versions, as its hard to see how based on that version arrest under public order laws could be justified in the officer's mind - did he think that it would lead to a public order situation. Its also a bit pathetic that the boys involved asked the man the question, then did whatever they did and then ran to the police for help. That he was then held for such a period just compounds the whole thing. If that line were really applied then all public preaching would be banned as …

    Police officers in England and Wales are to be instructed not to confer before writing up their notes of serious incidents they are involved in. Guidance will be issued to forces once it has been approved by the home secretary. At present, officers can pool their recollections before making individual statements. The draft guidance says conferring "has the potential to undermine public confidence".
