    New parking laws come into force New parking regulations take effect on Monday which could see offending motorists receiving parking tickets by post. The move includes the name "parking attendants" being changed to "civil enforcement officers", larger fines for some offences and lower ones for others. Those enforcing the laws are also being encouraged only to wheelclamp persistent offenders, with clamping being used only as a last resort. The new regulations will also mean councils outside London can, for the first time, use CCTV cameras to enforce parking rules.     Quick thinking police officers have arrested three people for robbery and other offences in two incidents on Sunday 23 March, 2008. The first offence took place shortly after 2am. Police Constables James Torrie and Phillip Salsbury were travelling along the A350 at Stoney Bridge, Trowbridge when they saw a car parked in a lay-by and a man crouched down in a telephone kiosk.
