A convicted paedophile and rapist has been awarded damages for wrongful arrest in a case costing the taxpayer more than £20,000. Robin Frampton, 53, from Southampton, who was placed on the sex offenders' register for life after an indecent assault on a prostitute, was arrested in Selby, North Yorkshire, for breaching the terms of his licence. The case was later dropped at court and Frampton was on Monday awarded £3,075 compensation after a judge at Leeds County Court found he had been wrongfully arrested and imprisoned by North Yorkshire Police. The UK terror threat level has been lowered from "severe" to "substantial", the Home Office has said. The level was raised in 2007, meaning a terrorist attack was "highly likely". The downgrading means there is a "strong possibility" of an attack. Home Secretary Alan Johnson said there remained a "real and serious threat" from terrorists and the public would see little change in security measures. The police are failing to use CCTV to catch as many criminals as they could, a senior officer has told the BBC. Det Ch Insp Mick Neville of the Met police's CCTV unit said most forces do not have systems to retrieve, process and distribute CCTV crime scene images. Officers in some London boroughs are failing to solve any tier one and two crimes such as serious assaults and robberies using CCTV, he added. Terrorism stop-and-searches have been suspended in Hampshire after police used the powers almost 3,500 times but made no terror-related arrests. Hampshire Constabulary used section 44 of the Terrorism Act to stop people 3,481 times in 2007/2008 and held 36 suspects for non-terrorist activities. It said it wanted "to be more in line with other forces". Thames Valley Police used the powers 244 times and made 40 non-terrorism arrests.
