I've been considering ways in which British policing is inefficient and could be improved. It has been driven by the Home Sec as part of her reform agenda, and while forces have made cutbacks and savings and moved the pieces to try and ride out the storm, it seems to me that the real inhibitor of useful reform (reform that benefits people in the system and using the system) are our procedures governed law, not internal policies.
