    Devon and Cornwall find a new way of reducing crime. We all know that occasionally you get someone who drives off without paying by forgetfullness. Strange that those cases are so few and far between that they are an exception. Meanwhile most drive offs are done deliberately.     A police force has declared that driving away from a petrol station without paying for fuel is no longer considered a crime. Devon and Cornwall Police said it would not investigate such incidents unless there was obvious proof of criminal intent. The force has blamed cuts for the decision.
