Seems hard to judge without all the facts but it really doesn't sit well with me. Seems like they dealt with a difficult situation with somebody drunk, high and highly volatile with an unfortunate outcome which lead to every move being scrutinized to the nth degree by people who have never been in such a situation, will never understand the emotions and thoughts of those involved at the time.

A chief constable facing claims he made "inappropriate advances" to female colleagues and leaked internal emails will escape prosecution, the police watchdog has confirmed. Nick Gargan, from Avon and Somerset Police, was investigated by the Independent Police Complaints Commission (IPCC) over the allegations, but will not face criminal charges. He was suspended from his role as chief constable in May and it is now up to Police and Crime Commissioner Sue Mountstevens to decide whether to take separate disciplinary action.
