    Special police constables will soon be patrolling parts of Powys on horseback in a bid to tackle rural crime. Dyfed-Powys Police launched its mounted special constabulary at the Spring Festival in Builth Wells. It follows the success of a similar scheme in Norfolk and it is hoped it will encourage horse owners and riders to volunteer as a special.     The IPCC viewed CCTV footage from inside the cell at Chelmsford police station A police officer has been charged with common assault after allegedly beating a prisoner in a custody cell. It follows a review of CCTV footage at Chelmsford police station by the Independent Police Complaints Commission (IPCC). The commission has now referred the case to the Crown Prosecution Service.     Victims of crime will be asked to make their own online reports under "self-service" plans by West Midlands Police. Chief Constable Dave Thompson said he was exploring the online methods of crime reporting for less serious offences as part of efficiency savings.     Police in Durham are preparing to go live with an artificial intelligence (AI) system designed to help officers decide whether or not a suspect should be kept in custody. The system classifies suspects at a low, medium or high risk of offending and has been tested by the force. It has been trained on five years' of offending histories data. One expert said the tool could be useful, but the risk that it could skew decisions should be carefully assessed.     It must be good news week. This morning I awoke to, the great news that Ian Brady is dead. My father worked on the original enquiries and was amazed at some of the rubbish written about Brady and Hindley. As far as he was concerned they were the most evil people he ever met. Neither showed any remorse for their actions. May they both now rot in Hell.
