Source A TORY government will give police powers to hand out on-the-spot hard labour punishments to street yobs. Shadow Home Secretary Chris Grayling said last night they will deliver a sharp shock to tearaways. Cops could make them dig up gardens, paint over graffiti and repair vandalism damage. Mr Grayling dubbed it "the 21st Century version of the clip around the ear". The initiative would replace Labour's flagship Asbo policy, which is failing, he added. The Conservatives' crime supremo said: "Early intervention is a crucial way to deal with anti-social behaviour. "This will allow the police to deal quickly and effectively with the occasional troublemaker, …

Police will today call for a new crime to be introduced to prosecute men who carry out low-level psychological or physical abuse of their wife. Officers say the creation of a 'course of conduct' offence would allow them to drag to court men who currently escape punishment by repeatedly committing more minor acts against their partner. It is part of a concerted attempt by the police and Government to ensure as many wife beaters as possible are punished. Women's groups however said police could better spend their time and resources on enforcing existing laws. The idea of placing a 'course of conduct' crime on the statute book is part of a review of domestic violence…

YOBS hung a cat from a washing line and left it to die. Lily, a long-haired grey cat, was found dangling by the waist in a garden. A passer-by heard her screeches, cut her down and rushed her to a vet. But Lily had lost the use of her back legs and swallowed part of the twine tying her to the line. She had to be put down four days later because her legs had failed to recover and the vet said she would not have survived an operation to remove the string. RSPCA officers believe Lily was tied up after her owner let her out with another cat the previous night. Lily’s owner in Beccles, Suffolk, did not wish to be named but said: “I’m devastated to have lost her. We l…
