Seems the problems appear to start at the top, Geenty is under investigation and was stopped from retiring by the Home Office until the conclusion of the IPCC investigation.

I have seen that there is media shock over police not bothering over alarms in Hatton Garden. Forget grades, grip and pace, iPads, it don't mean nothing. What gets things done are people and there ability to do the job using their experience. People who have walked a beat been on a squad and not a pretender like a special or pcso's. But it's alright crime is down and TM wants to axe another 10k of old bill.
