The report states that they couldn't deploy officers "for operational reasons". Simply put they ran out of coppers to deal with the jobs they had.     A Hepatitis C sufferer spat into the mouth of a custody sergeant three months after his release from prison for biting another police officer, a court heard. Steven Dunn was jailed for 38 months for the latest attack, which he carried out while still on licence. Dunn, 40, claimed he had forgotten he had the disease.
