The father of a 17-year-old girl who was fatally injured in a collision with a cyclist has said it is "laughable" the man has only been fined. Mick Bennett said Jason Howard should have faced manslaughter charges and been jailed for several years over Rhiannon Bennett's death in April 2007. Howard was an "arrogant and vile little man", Mr Bennett said outside court. Howard, 36, of Buckingham, was fined £2,200 on Tuesday after being convicted of dangerous cycling in the town. When two unrelated human feet washed up on the beaches of two small islands north of Vancouver in six days last August, a police spokesman said the odds of it happening were a million to one. This week the number of feet found rose to five. What's going on? Police in British Columbia are confounded, saying they have never seen a case like it. Every police force should set up a specialist squad to investigate rape allegations, a senior officer says. John Yates, who speaks on the issue for the Association of Chief Police Officers, argues such teams would help raise standards of victim care. An off-duty woman Special Constable cycled after a bus to ensure a man suspected of indecent exposure was arrested in Northampton.The 35-year-old special had been a victim of indecent exposure in Ecton Brook at the end of June. Last week as she was cycling home from her work at a school in the area, she spotted a man she believed may have been responsible for the offence. The man boarded a bu, and the special followed on her bike, making for the Weston Favell centre where the bus was due to stop. The Her Majesty's Inspectorate of Constabulary (HMIC) report also discloses that nearly half a frontline sergeant's time is spent on paperwork. A retired teacher has cleared the final legal hurdle standing in the way of her bid to claim compensation from a serial rapist who won £7m on the lottery. The 78-year-old woman was told by a High Court judge on Tuesday that she can go ahead with her claim against 59-year-old Iorworth Hoare. She wants damages for the psychological injuries she suffered after he attacked her in Roundhay Park, Leeds, in 1988. Hoare was convicted of attempted rape and jailed for life in May 1989.
