When I was in spain recently (salou, so yeah, it's technically Catalan), I was out drinking and the local cops would park up outside the bar I would start off at (clubs stayed open till 7am there). My friend one evening while mucking about said "Oh go over there and stand with your cop mates". Overhearing this, one cop came over and asked what he'd just said, my friend had a moment of terror and then meekly said "He's a copper in england" pointing to me.

 

What resulted was a brilliant bit of banter with some Spanish cops who were saying how things went down in that part of the world. They were literally encouraged to "Hit and move away", which was practically, give a troublemaker a whack with your baton (they carried the rigid 'arnold' style batons) and then push them away. They only arrested if necessary, and if you were drunk and disorderly, and hit and move away didn't work, they'd cuff you and chuck you in their van until they were going home.

 

They also found the idea of a community panel meeting ludicrous, which probably is most representative in the differences in policing there. They almost police through fear and machoism.

Do people feel safe though?

Do they still report crime?

Do they look for missing children, take a report of theft etc?

Good to see that the French police are allowed to get stuck in and do the job. All we can do is stand around and watch <_<
