Unadapted road means it’s not a road that has the typical enforcement.  It’s a neighbours dispute with all the joys and pains that come with it.
as much as he can park his cars where he likes even if it obstructs your route, but so could you/ others!!!
talk talk and more talk to persuade him on the issue and then before taking Civil legal action, talk some more.

Unadopted does not necessarily mean that it is not a road under the Road Traffic Act. Whilst there may not be parking restrictions there could be obstruction offences and are all the cars he leaves there insured and MOT’d? But good luck in getting an officer to move away from ‘its civil’.

Alternatively what right of way goes with your mum’s house?  An option for a solicitors letter telling the garage owner he is blocking her right.

Has your mother checked her deeds to see if there is a Right Of Way easement and/or covenant dealing with access to and free passage along the road?

Are the vehicles being advertised for sale, or being repaired whilst parked on this stretch of road?

when she bought the property 19 years ago there was a notice from the land registry saying that she owns about 6 ft of the lane all the way from beginning of her property to the end and she as double gates x2 which is unaccessible
