According to a news story he was arrested for allegedly threatening to blow up a street in Stockholm. I'll post the story when I get a chance. She keeps shouting "Lägg Dig Ner", which is Swedish for "Lie down", which he obviously doesn't do.It seems pretty reasonable that she should use force to take him to the ground, but given she has both a dog and a baton I'm surprised at how ineffective it all was. Also, she seems remakably casual once he is actually on the ground. Presumably the other guy in white is also a police officer (?) but you would think that if he needed restraining so desperately that releasing the dog and using repeated baton strikes was justified then she might have felt it appropriate to e.g. cuff him once he was down. Her summary is: Essentially he says he's going to blow up the street. He then refuses to tell her any more and then refuses to get on the grounds so she calls the dog on him and goes at him with her stick.
