Sex on duty DC dismissed by Essex Police

An Essex Police detective constable has been dismissed after having sex while on duty and sending “offensive” emails on force systems.

The detective constable – who the force decided would not be identified – was found to have committed gross misconduct.

He and a police staff member engaged in “sexual conduct” while on duty on more than one occasion, the force said.

The staff member was given a written warning following separate disciplinary proceedings.

A statement from the force said: “Between May 2014 and January 2015, the officer used the force’s email system to send comments that were sexist, disrespectful and inappropriate about his colleagues.

“Between October 2015 and August 2016 he used the force’s email system to send inappropriate sexual emails to a colleague, which included making arrangements to meet in order to engage in sexual conduct whilst on duty.”

It added the “sexual conduct” took place while on duty between January and August this year.

The DC was dismissed at a special case hearing at Chelmsford County Court on Friday.

It was ruled the officer would not be named publicly "owing to the sensitive nature of the alleged conduct".

Chief Constable Stephen Kavanagh said: "The officer was engaging in sexual activity when he was on duty and being paid to investigate crimes and support victims.

"The amount of time wasted that could have ultimately been used to bring prosecutions against offenders is disgraceful.

"He has let down the victims he was meant to be supporting, his colleagues who strive every day to keep the county’s most vulnerable people safe, and ultimately the residents of Essex.

"I also note the deeply offensive and sexist nature of the wording and language in the emails sent between May 2014 and January 2015."

He added: "The holding of office of constable carries with it significant responsibilities and those who hold the office are expected by both me and the public to demonstrate sound values, judgment and character.

"This officer has shown a complete lack of values, judgment and character and there is no place in Essex Police for anyone who conducts themselves in such a way."

Obviously put in a good performance if there was a huge amount of time wasted, though I suppose the judgement would have been ridiculed if the Chief had to admit that they had calculated the numerous liaisons to have resulted in a loss of 12 minutes of job time...

What surprises me is that the male Officer gets sacked but the female member of Police Staff doesn't. Sexism at its very best?

What surprises me even more (although it probably shouldn't when one consider Essex Police's track record of its investigatory capabilities) is that a Detective would use force systems to facilitate such behaviour. Why create an audit trail of your own misconduct? Sherlock Holmes this Detective was certainly not...

You may have already said why there was a difference between the two - the officer's mis-use of the  force systems.
What is quite a surprise is how long things went on for before being noticed, addressed or stopped - especially if the systems mis-use was almost a year.
