Unmarked HATO Vehicles!?

Do HATO'S ride around in unmarked vehicles?

 

I only ask as I was at Junction 20 of the M25 yesterday, and I spotted a vehicle with orange flashing lights built around the brake light area.  Two people in high viz jackets who looked like HATO's were talking to a driver of another vehicle who was parked on the hard shoulder.

Do HATO'S ride around in unmarked vehicles?

I know of an engineer who works for the highways who is given a company car. If i recall he works for a third party who holds multiple motorway and highway maintenance contracts. He's got 'stealth' beacons on his car, so he can illuminate it when on the motorway/doing inspections, but otherwise, it's a nice swanky company car.

Surely there is no need for unmarked vehicles in the HA.  They aren't into enforcement and they should always be Hi Viz for highways safety.  If it was a HA vehicle could it possibly have been a test vehicle or maybe a hire vehicle due to others being off the road?

I doubt a hire vehicle would have stealth lights in there though.

I reckon its VOSA, or a senior engineer/Highways bod.

Not VOSA/DVSA they are strictly marked for stopping purposes

Could be motorway maintenance? Some are in white vans with yellow lights and ride along to check pot holes and stop etc etc.

It was a car not a van. Looked pretty new too.

As other posters said, it could be a highways maintenance supervisor.You wouldn't need a van just to do an inspection/plan for later maintenance work, and no reason why not to use a new company/personal car for that.

But they were not inspecting or doing maintenance work!  By the looks of it the vehicle of driver they were speaking to had broken down. 

 

Anyway, the great mystery will never be solved! :)

I've seen unmarked highways land rovers before with red and amber lights covert.

Only ever seen them at major incidents so I assume they are some sort of incident manager who probably has an unmarked take home vehicle much like fire officers.
