Robust policing maybe, something makes me very uneasy about one of the officers doing repeated slaps to the face.

Nope, still applaud them.

It was not unwarranted use of force.

The fact that it seems excessive once again begets the realities of conflict, arrest and restraint.

Looks to me like the slap was to his bicep, to get him to release his arm so he could be cuffed.

Why would that make you uneasy?  It is for the Officer to justify his use of force - and what he genuinely believed and what he perceived in a very difficult and challenging set of circumstances are all factors, which the video cannot convey.  Regardless, Police using force as captured on video - and often taken out of context - never looks particularly pleasant.  That doesn't mean the Officer is wrong.  I for one would never judge a colleague on the basis of such a video without due regard to all the facts.  It makes me uneasy sometimes that others are so quick to judge or infer some wrong-doing.

Unfortunately in this line of business it's hard to find anyone in possession of all the facts and at the end of the day, those that normally conclude these type of things are/were not present. Whoever said that he slaps the bicep I think you need to take a look, gets him right in the side of the face.

Gentle slaps to the face are the very definition of a distraction strike, the medical implications are slight, the probability of injury low and if you just slap yourself gently about the forehead, eyes and nose a few times you will notice that it is rather distracting and likely to make you close your eyes and flinch away. That looks far more effective and third party perception-friendly than punching someone hard in the upper back, which is what many people tend to term a distraction strike. Both open-palm strikes and closed-fist punches are in the Personal Safety Manual - I do think we obsess too much over whether things might not be justifiable at the expense of whether they're effective.

One of our taught car extraction techniques is a large slap to the face.

You have a good point - I wasn't there, which is exactly I why I choose not to judge.  Unfortunately, in this line of business - as you put it - you might be the next star of You Tube, with everybody pontificating and feeling uneasy about your actions ... That's life as well, I guess...
