I'm going to say it and I'm sure some cops will criticise me for it but this is some lazy policing here, woefully lazy policing. It really wouldn't be though Radman, I think I'm in the same nick as you, it would be an interesting arrest. Nick them both on sus impersonating a police officer, seize clothing and other equipment they have on them, put to them in interview and go from there. However, it may well be that the officers' aren't aware of the wider context in terms of how many videos they do and their content. If you come to the conclusion that they are just daft "student-types" that haven't thought through their actions properly then I can see many officers thinking stern words of advice are more appropriate. Trying to work out who you could be now... I don't think any cop at our station would let these lads walk away - if not interesting unusual. It wasn't dealt with, unless these folk could provide some evidence that they had a legitimate purpose to be dressed as they were I'd bring them in for interview. Couldn't you just ask some more questions at the scene and deal with it there and then in order to establish what their intent was? Given the time it would take to process them though custody, wouldn't your time be better spent elsewhere? Just because they weren't arrested doesn't mean that anyone was lazy. They're intent is to decieve people into thinking they're police officers and then act like complete tools in uniform leaving the public shocked and dumbfounded. They need nicking.
