Is it an offence to park a SORNcar on a grass verge?

Is the verge owned by the local authority / TfL, etc?

If so, its an offence to park any vehicle on it AFAIR.

Are you asking if a car can be parked on a grass verge or specifically one that has been registered as SORN.

Most LA verges only extend 1-2 metres from the highway (typically the width they cut the grass).  Parking on the grass verge generally may be seen as an obstruction of the highway and so be an offence, or where there are waiting restriction lines in place.  Almost all councils have a bit on their website relating to complaints about parking on the side of the road / verge.
Being SORN would not negate the obstruction or waiting restrictions of that was what you were considering.

The verge is normally part of a road, so a vehicle parked on it would not be off-road.

s.29 of the Vehicle Excise and Registration Act 1994 creates the offence, inter alia, of keeping a SORN vehicle on a public road.  s.62 defines a public road as a road which is repairable at the public expense.

 

Also, there is plenty of case law to say that the verge is part of the road, and these seem the most relevant...

Bryant v Marx (1932)
McNeil v Dunbar (1965)
Worth v Brooks (1959)


"A road generally stretches between boundary fences or grass verges along its sides and this includes any pavements and grass verges, meaning the footway, lay-by or verge are normally part of a road. However, care must be taken with verges because they may be privately owned and not part of the road."

So to answer the OP: it depends who owns and/or maintains the verge.

On reflection of our last couple of posts for the Op, a verge is part of the road So VEL applies, unless it isn’t In which case it doesn’t 🙈

If the verge is maintained at the expense of the public then yes it's an offence.

I have no idea who the land is owned by. Speaking of maintenance, grass is up to my knees so nobody cut it in a while. I will be better off finding a private spot for this car or a cosy scrap yard.
