Civilian 'Lives' first responder vehicle with blue lights, offence or permitted?

Would a 'Lives' first responder vehicle fitted with blue lights be permitted to:

A. Use them on a public highway

B. Drive faster than PSL

LIVES is Lincolnshire Volunteer Emergency Service.

Doesn’t lives work for the ambulance service too? 

They are a medical service for events, so if memory serves me right. Members using their own vehicles to attend incidents have no EWD’s but the LiVes owned ones do. Just a private ambulance service either way, same as St Johns, Red Cross and many more.

On first flush of the 2 questions, unlikely to be permitted to have blue lights fitted, no exemption to speed limit.  Using the veh to go to fetes, events being a tad different to being under an NHS contract.    What type of vehicle are we thinking of- care, van traditional ambulance?   

perhaps the question to the organisation is to ask which bits of legislation would permit the figment of blue lights (no details as to what’s or planned to be fitted) and speed limit exemptions?

Isn't LIVES one of the CFR schemes, therefore under an NHS contract, and ergo blue light permitted. 

Thought they were one of the first schemes to have lights on vehicles, as a lot of CFR schemes don't allow their members to use lights, specifically to avoid attracting people who have the 'wrong' sort of ethos for responding.

I've no idea.  But I am sure they would know their contractual status and the follow on of what they can and can't do because of it.  It's fairly tightly managed internally.  The challenging vehicles are those that do not meet the traditional ambulance role , as was exampled a couple of years ago now by a group of volunteers operating in North London - highly publicised that they were not permitted to use the equipment.
