An interesting point here:

“Now consider the people we cannot identify and quantify – the callers who couldn’t get through because the police were busy dealing with those 8,655 calls. What if they too were vulnerable, and some almost certainly were? What if they came to significant harm or even died – and they may have? Where was our duty of care to them?”

I like Alfie Moore, he gets to some good points in his stand-up routine as well.  He's pretty much spot on. It is frustrating when you're dealing with a CFS with someone who doesn't want you there, doesn't want help, and probably doesn't need it ("No changes to care package" anyone?) but you're in trouble if they do actually do anything, and you can hear it all kicking off in town.
