'Fake' Stoke-on-Trent police car was off-duty officer

Staffordshire Police had warned drivers to be on the lookout for someone in a black car with flashing blue lights posing as a policeman

 

An investigation revealed the off-duty officer stopped the vehicle, which police said was being ridden in a dangerous manner.

Why would an off duty police officer have warning equipment on their car? Or, if authorised to have it, pull over a vehicle and not report that they have done so? Surely the officer would have had to check the drivers details and make some sort of record of the stop.

I've known of times when our traffic bobbies have taken an unmarked car home at the end of a shift in case they get a call at short notice thus saving time by not having to travel to the nick first. Maybe this was the case here? 

I have no idea why, I just know it has happened in the past. Very rare though.

To me? No, he was acting up as a Sgt at the time.

Sorry, I meant the original post.  Could also I guess be an on-call negotiator, or similar specialist?  I know the job where we had the negotiator come in he blue lighted in an unmarked car down the M6.
