Job Title: Special Superintendent Salary: Volunteer Location: Devizes HQ Hours: There will be a minimum requirement of 250 hours service per year Details: Wiltshire Police prides itself in working alongside its communities in tackling crime and local issues whilst empowering members of the community to be actively involved in volunteer roles within the organisation.

An essential element of the Force is the Wiltshire Police Special Constabulary which has over 200 members of the public supporting the organisation in preventing and reducing crime whilst providing reassurance to their local communities.

The Special Constabulary are looking to recruit a Superintendent will be a dynamic, inspirational leader who will be committed to driving the strategic business of the Special Constabulary, working alongside the Superintendent Crime Prevention to provide Special Constabulary support to identified force priorities.

The post holder will have responsibility for the leadership of all Special Constabulary Officers within the Wiltshire but without direct line management thereof, and be the main point of contact for all strategic Special Constabulary matters via the Specials Coordinator as required. 

The post holder will be required to engage with other forces and the Home Office on a regular basis to maintain and share best practice.

Main Responsibilities;

1) To provide leadership for the Special Constabulary; using best practice to shape the strategic development of the Special Constabulary in line with force priorities ensuring the delivery of policing and community safety is enhanced by the active citizenship nature of the Special Constabulary

2) To develop a Special Constabulary business plan to ensure it’s an effective resource, is sustainable and an integral part of the wider organisation. The plan will be dynamic, inclusive and have a focussed approach balancing national consistency with local flexibility

3) Assist the Command Team as an effective member of the Force Planning Process, to formulate the policies, objectives and priorities of the Force with particular reference to those affecting the Special Constabulary, specifically attendance at the Special Constabulary Development Board

4) Analyse the profile of the Force and co-ordinate the effective development of Special Constabulary Officers

5) Responsible for the Welfare, Health & Safety and Career Development of members of the Special Constabulary

6) Maintain responsibility for the maintenance of the Standards of Professional Behaviour for members of the Special Constabulary, ensuring appropriate ongoing liaison with the Force Professional Standards and People Services

7) Maintain responsibility for the development of all the Special Constabulary in conjunction with the Force People Development department 

8) Ensure that clear and effective lines of communication exist between members of the Special Constabulary and other Force Personnel

9) Undertake duties in relation to recruitment, selection and administration when required

10) Undertake any planning of events or project work as appropriate; within the constraints of the budget

11) Develop ongoing reward and recognition for members of the Special Constabulary at hub, Force, regional and national levels

12) Participate in the corporate management of the Wiltshire Special Constabulary at Regional and National level

13) Undertake any other task appropriate to the post as directed by the Assistant Chief Constable or Specials Portfolio Lead

Based at Devizes, Police HQ the successful applicant will work alongside the Superintendent Crime Prevention to provide Special Constabulary support to identified force priorities. The post is a role with a five year tenure at which point the role will be re-advertised with the current holder being eligible to reapply.

Flexibility is key to the post, as the post holder will be required to attend meetings both in and out of regular office hours. The post holder should have access to a vehicle or be able to make alternative arrangements to meet the requirements of the post.

rosco,I expect that the operational duties are extra, but otherwise sounds like a nice little cushy number to me,with not much to do at all,any free biscuits in it?i like those shortbread ones.Rich.

Probably does have biscuits! :)

I suspect it has it's own sort of pressures, having to meet senior management and represent the Specials but without any real power or authority.

rosco,That sounds pretty familiar,we can make all the suggestions we like,untill the cows come home even,but at the end of the day it's the Chiefs who decide what will happen and whether or not there is any money in the kitty.Twas was ever thus,and ever thus will be.Rich.

Anyone heard anything on this? Despite this new "transparent" era of being a Special in Wiltshire the only communication I seem to get is telling me to do more NPT or some other nonsense dross.

Just to update on this, we do have a new S/Supt, as of 10th Feb: met him a couple of days ago in CCO, and it will be interesting to see how things develop. Was made very clear that he is not a line manager, but setting the strategy, and is able to attend (many of) the various management meetings during the weekday to get the Specials noticed and considered.
